02 — Compliance
Responsible wholesale voice starts before the first packet crosses the network. Tovavo evaluates who we work with, how traffic is generated, and whether every relationship meets our standards.
We verify business identity, ownership and key contacts, then develop a practical understanding of traffic sources, use cases, downstream relationships and calling patterns.
We expect partners to represent caller identity accurately and support proper handling of signed calls and attestation information throughout the call path.
Traffic behavior is reviewed for anomalies, prohibited use and patterns that may indicate fraud, spoofing, abusive calling or other compliance risk.
Partners must investigate credible complaints and traceback requests promptly. Suspected unlawful traffic may be blocked, limited or suspended while it is reviewed.

04 — Caller identity
STIR/SHAKEN is a standards framework that uses digital certificates to help providers verify caller ID information on IP-based calls. Attestation reflects what the signing provider knows about the customer and their right to use a calling number.
The signing provider knows the customer, originated the call, and has verified the customer's association with the calling number.

The signing provider received the call from another network and cannot directly verify the originating customer or calling number.
Caller ID authentication is one layer of a broader compliance program. It does not, by itself, establish consumer consent or determine whether a call is lawful.
05 — Responsible use
Tovavo services may only be used for lawful, authorized communications. Fraud, illegal robocalling, deceptive caller ID, harassment, network abuse, unauthorized access and efforts to evade safeguards are prohibited.
